Charles has more than 20 years of experience as a lawyer; he is an experienced abstractor, right of way agent and landman.
Charles earned his BA in Political Science from the University of Southern Mississippi in 1974, received his MS in Economics from University of Southern Mississippi in 1975, and graduated from the Louisiana State University Hebert Law Center in 1989, earning his JD and Bachelor in Civil Law.
At one time, Charles served as the Director of the Economic Development Center of the College of business.
